For pre-purchase marine surveys the vessel requires to be hauled out of the water for a complete inspection of the wetted surfaces and underwater machinery. An independent engine survey by a qualified person is normally recommended.

WILLIAM BLACKLOCK / Marine Surveyor / Shipwright / Certified Master & Mate
I have 40+ years in the marine industry working as a Marine Surveyor, Shipwright and Master and Mate on many types of vessels.
I first started marine surveying in 1996 after attending “Havorn Marine Survey and Shipwright School” in Seattle, Washington where I studied ABYC & NFPA standards and documentation for marine surveying. The hands on part of the course covered vessel construction, mechanical systems, rigging and was spent in Seattle's boatyards.
In 1980 I attended “Pacific Vocational Institute” in Vancouver, B.C. and completed my Pre-Apprenticeship training as a Shipwright. I have an extensive background in the construction and repairs of wood and fiberglass vessels. My shipyard experience incudes custom built wooden plank on frame yachts to 96 feet and commercial repair work.
As a navigation officer I have worked on both offshore and inshore vessels. Areas of operation in addition to ocean passages include Norway & North Sea, English Channel, Beaufort Sea & Northwest Passage, Mackenzie River system, East & West Coasts of North America including Caribbean and Panama transits. I have crewed on Canadian Coast Guard ships, Norwegian Well boats, offshore supply tugs, inshore tugs, commercial fishing vessels, charter boats and sailing vessels. As a ship's officer I have overseen the refits and repairs of many vessels to completion while responsible for Transport Canada, Lloyds, Norske Veritas, ISM, SOLAS, Security, Radio and Oil company inspections.
